I have an account for my client where he is limited to being able to add, edit and delete collections and singletons but cannot add new parameters.
I am using the Form section but I don’t see the possibility to show this section for the client account.
How can I do?

Maybe you have to create a specific role for your client and allow “manage” under form
If you have multiple forms and just only want your client to see a single form. You must implement as a singleton because form doesn’t have a permission level like collection and singleton
The below screenshot is an example of singleton permission.
